Chief Minister Himanta Biswa Sarma has announced that the Assam government will curate a new scheme under the Chief Minister's Atmanirbhar Asom Abhijan (CMAAA) to give Rs 2 lakh each to 500 young people from Dima Hasao and Umrangso to start or grow small businesses.
Sarma made the announcement on Friday while laying the foundation stone of a new JK Lakshmi Cement factory in the Umrangso area. Under the proposed scheme, 250 youths from Dima Hasao and 250 from Umrangso would receive the assistance every year to scale up ventures such as canteens, shops and trucks for carrying raw material to the industries coming up in the area.
The cement plant
According to the Chief Minister, the Umrangso facility is expected to produce one million tonnes of cement. He said JK Lakshmi has set an investment target of Rs 11,000 crore across Umrangso and Hojai, with a proposed combined capacity of six million tonnes.
The event coincided with October 30, the anniversary of the 2008 serial blasts in Assam. Sarma has framed the day as a contrast between the years of conflict and the investment now reaching the hill district.
Royalty for the council
Sarma said 60% of the royalty from limestone industries will go directly to the Dima Hasao Autonomous Council (DHAC). Pointing to planned investments by Adani Cement, Ambuja Cement, Dalmia, Star Cement, JK Lakshmi and Jindal, he said the council could become the richest in the state within five years and financially self-reliant, with continued state support.
He said the cement industry would create thousands of jobs, along with openings in allied businesses such as ready-mix concrete and block manufacturing, and that company CSR programmes in education, women's empowerment and scholarships would also benefit the area.
Keeping jobs at home
The Chief Minister said the government cannot give everyone a job and that industry is needed to stop young people migrating to states such as Andhra Pradesh and Telangana for work. Recalling the Covid-19 lockdown, when he was health minister, he said 12 lakh people registered within four days on a portal for Assamese workers outside the state who wanted to return home.
The details of the CMAAA scheme, including eligibility and how to apply, are yet to be notified. NEInsider will report them once they are announced.
